[Timers] Enhancing duration seemingly assumes maximum augment on Duelist's torque +1 #1071

Duelist's torque +1, RDM neck

Mine is rank 14 of 20, which gives a +14% enhancing duration augment

Refresh while naked shows 2:30 / 150 seconds.

Expected with the neck: 150 seconds * 1.14 = 2:51 / 171 seconds.

Timers with the neck: 3:00 / 180 seconds. This matches the expected duration (+20%) if the item were fully ranked.

The buff does wear while timers is at 8-9 seconds left.

Correct the half ass fix I had for Timers for the newer augment system was to check if it had an augment and if it did for NQ/HQ+1/HQ+2 was to assume it had max rank since it had already been out for 1.5 years before I even added that check. This should be fixed soon though been working on Timers a bunch this last week.

Edit: Since eventually everyone would have max rank and would rather have the correct Timer in the end then it being totally off with no augment forever.

Thanks for letting us know though could of easily been an unknown issue.
