Keybind help

Good morning! Is there any tutorial that can help me with keybind? I’m trying to bind spells/abilities to different keys on the keyboard. Example, windows key plus numbers 1-0.
Is it done inside the game or outside on a folder?
I can’t find any help on any topic creating them.
I’m using a keyboard “Corsair k95 vengeance” that has 18 Gkeys.
