If this initiative was really "the people's code", it would be made available to (at a minimum) States within the Union.....many of whom could re-purpose the code while saving money. After all, it is State "TAXPAYERS", who have paid for it.

@jstutz1 Could you elaborate? I'm not sure from your comment what's missing from the policy.

@jstutz1 All the code is available on github and all the agencies even the White House has its code published on github

Sorry late in responding…just returned from vacation and thread was closed.

An example would be some code that USEPA paid to have developed that is used to package electronic submissions. Many states could also use that code, with minor alterations, but EPA insists it is proprietary. Does this new policy only apply to code developed subsequent to the policy implementation.
