Task Background
2.x task out of #325, to support both GPL and non-GPL versions of the bytedeco ffmpeg dependency.

Completion criteria
Building of distinct jars that only pull in one or the other version.

Implementation Notes and Ideas
It would be nice if the CI checked both worked. May need slight variation to the IT on the generation side.
