This is a Ubuntu Core aka Snappy Vagrantfile. It pulls the vagrant cloud image komljen/ubuntu-snappy
If you don't trust it, don't pull it !!!
Otherwise simply:
$ vagrant up
$ vagant ssh
$ docker ps
And you are on...
snappy
