stm32 xtal oscillator need Rext #27

The XTAL oscillator in the MiniSTM32F4x1 schematic is considered to be above the (DL: Drive Level) of XTAL.
Please refer to ST Application note AN2867 and add (RExt: external resistor to limit the inverter out).

Please refer to chapter 3.
SMD XTAL DL of 100-150µW is recommended, 300-400µW max. (2016 size)
