A new User View element that allows displaying a small card showing information about a user, such as their groups (and profile pic).

Might have multiple sizes, one for inline that would be a simple @EdwardUpton [u1912354] kind of thing, then a large one displaying the extra info.

The only attributes would be the user ID and the variant (small/big) that could have a default based on the context.
