[BUG] hr_holidays: Time off of Employees not correct when Employees have difference time zone with Company Working Hours #85

Impacted versions: 14.0

Steps to reproduce:

Precondition:

Myprofile > Time zone: ETC/GMT
Settings > Employees > Work Organization > Company Working Hours > Time zone: ETC/GMT, Start work from 08:00
Employees > Create new Employees > Time zone: ETC/GMT+7

Step

Open time off > Managers > Time off > Create > Chose new Employees created on precondition > set time off 1 day
Back to time off > view time off creating form step 1
Current behavior:
Time off for Employees: 22:00 ( In user view )
Expected behavior:
Time off for Employees: 15:00 ( In employees view )
Time off for Employees: 8:00 ( In user view )
