What are the suggested changes?

Create the Ostend TMA in our sector file and update to upcoming AIRAC agreed levels

Fixes #5294 - Create Ostend TMA (#5295)

* Add Oostende airport file

* Create Ostend Approach

* EBOS airspace lines

Note, all of these cut off the airspace to the east, as those coordinates are not relevant to the UK controllers

* add ownership for EBOS

* change name to EBOS to avoid confusion

* correct EBOS naming

* EBOS callsign to match convention

* Update Ownership.txt

* Update Sector.txt

* Update Airports/EBOS/Ownership.txt
