Describe the bug
Content block getting saved with a blank title

To Reproduce
Steps to reproduce the behavior:

Go to Course and add a course
Add a block - select content
Click on My content and choose file
Clear the title then save the content , content getting saved

Expected behavior
If the content title is blank then the content block should not be saved, and should get an error message
