Change the constant name TOKEN_BLACKLIST to TOKEN_DISALLOWLIST or an equivalent. Blacklist is considered an offensive word and should be avoided in software development.

The history of the term has nothing to do with skin color or offending others. It would be equivalent to removing the words "black" and "white" from the English dictionary.
