The PAL Counterweight acts as a Rock tank when used with ART, but can be filled with rock anywhere, even in space. This means you can use it as an infinite source of rock for the various rock processing modules and Mass Driver. While it makes sense for it to be refillable anywhere on the surface, it should not be refillable in space.
