Create a new vignette for data retrieval with API using ccdR

Sections could include:

Background on ccdR/CCTE APIs. Links to request API keys
tcplLoadConf set up
Load annotations
Load data by aeid, spid, m4id, dtxsid, etc.
Plotting (TBD): See work described here: 121 standalone plotting #185
