HTML page has next/previous links and contents menu in odd places #172

These seem to have been swapped for some reason...

I believe this is this issue: executablebooks/jupyter-book#2022

It's caused by docutils, so once the ecosystem is set up to handle the newest docutils, the docs https://jupyterbook.org/en/stable/content/citations.html suggest downgrading to 0.17.1.

I'm going to test out downgrading docutils to get around this.

Pinning docutils == 0.17.1 fixed it in 00888be . But I'm going to leave this issue open until the latest version of things is known to work well together
