Analyze list of projects using Fixed OD assignmnet

Use the Fixed OD assignment tool to add or delete one or more projects from an existing model run to analyze its impact. For example, if you have a E+C_2050 model run, you would like to cycle through a list of additional projects one at a time to assess their impact. Also, if you have an mtp_2050 model run, you would like to remove one or more projects at a time to assess their impacts. The inputs would be a .csv project list with 1 or more projects and the choice to either add or remove projects. The tool would need to access the master links layer if a project is removed since it would need to revert back to the base condition. For adding projects, it would also need to access the master links layer in order to update the links with the p1-p4 field data. I would classify this as a high priority need.
