The master networks have legacy 'wait links' to emulate transit dwell times. E.g.:

TRMG2 supports stop-level dwell times.

We should retire the wait links in favor of these. This will reduce the complication of coding transit routes. It will also improve transferring routes to scenario link layers by reducing shortest path options.
