TorXakis is currently at lts 11.22 and ghc 8.2.2.
The current lts version is 15.3 and the latest ghc is 8.8.3.

This gap is caused by the unavailability of integer-simple variants of the ghc compiler to ensure the right license for all users. For more info, see

We don't like this technology debt.
Furthermore, not all users care about the license issue.
In fact, users that care have a number of alternatives:

Build ghc with integer-simple on windows + mingw (see Release 0.8.1 #850 - from integer-simple bindists commercialhaskell/stack#3939 (comment)) and use that compiler to build TorXakis.
Use Windows Subsystem for Linux. See install instruction
Use a virtual machine running the linux variant of TorXakis.

This issue proposes to change the TorXakis philiosophy to

Stay at the latest stack / ghc version
Warn the users on possible issues on windows (e.g. in the windows installer), and suggests some solutions: but let the resolution to those users.
