Add bookmarks to header in Console

Summary

As per the redesign plans, we want to add quick access to bookmarks in the Console header.

Current Situation

No bookmarks. Entities have to be searched and navigated through the regular entity lists.

Why do we need this? Who uses it, and when?

To assist users in finding bookmarks quickly.

To be able to store and retrieve bookmarks #6936 needs to be implemented first.
