Issue Description

The scores and levels in Risk Panel are calculated and displayed even without Supporting Assets (invalid risk).

Duplicate Steps

Go to Risk Panel
Create a new risk
Select a "Threat Agent", "Threat" & "Business Asset"
The "Inherent Risk Score", "Mitigated Risk Score" & "Residual Risk Score" are already displayed

Expected Results

Score to 0 and level to Low when the risk misses required fields
