[Issue]: No indication that risk or vulnerability is invalid when there is no name

Issue Description

Risk and vulnerability is not highlighted in red when there is no name on top of other invalid or empty fields for user to check for any fields that have validation errors when saving an ISRA

Duplicate Steps

Create a new ISRA and completely fill in everything except for the risk name or vulnerability name of any newly created risk or vulnerability. When saving, the dialog will show that there are validation errors. However, when navigating to either the risk or vulnerability tab, there are no fields in red or highlighted in red.

Expected Results

There should be some indication that the risk or vulnerability has invalid fields
