Notes for mods

It would be really nice to be able to leave notes on mods which are only visible from inside solder.

In my case, I'd like to be able to note mod requirements, moderation concerns, bugs, etc.

This would be especially useful when dealing with a team of pack builders, because it moves notes on a mod from an external wiki (or similar) into the place where they are most likely to be needed.

Implementation could be as simple as adding a text field to a mod's details page, though it'd also be nice to be able to quickly reference them from a modpack's build management page. (Perhaps as a modal? I'm bad at UX)
