Local downloaded directory is not fetching up .

I recently re installed windows tried the local source fetch up but it's not fetching and library is still empty.
I had changed directory to D: in past and all downloaded data is there, I again changed the downloaded path to same D: in server.conf
But local storage is not fetching up.
Any solution?
