Feature: action to pull precompiled market data

Create a node action to automatically fetch the precompiled data from @PLuv repo and place within the proper data folder

@harrellbm Just seeing this. I am pretty busy at the moment so won't be able to be the one to get to this right now.
However, I will spin up the mining instance and workspace within next couple of days to update all the pre-compiled Raw-Data as it is currently sitting at 10/1/21.
If anyone goes to work on this and needs any help understanding where the files currently reside or wants them in bulk to live somewhere else just let me know. Otherwise I will be glad to be the one to implement this functionality just as soon as possible. ( Which means when Portfolio-Management is closer to completed, etc. )
p.s. - When I or someone else implements this I have design ready to have them updated on a 'nightly' basis and by moving the repo location to S3 from where it currently resides. Thanks.
