Documentation problem

Add more detail about the way that metrics are calculated (e.g., how IOUs can be "downgraded" for detection metrics)
- Interpolation for computing average precision (e.g., we have parity with the pytorch library)
Consider editing the footnote at the bottom of the metrics page
