"Specials" filter does not automatically disable when breakfast has no specials #6758

Maybe related to #741, but probably not.

Expected: opening the menu during breakfast should show all items.

Actual: opening the menu during breakfast says "there are no items available" because it's only showing items with ".isSpecial"
