Only Shows Installed Games

The client only show games that are currently installed on the machine. I want to be able to edit my entire steam library including games that I don't have downloaded. The thought of downloading a game just to change its awful art and then deleting it is atrocious. Possible solution sign in with steam account to see all owned games on that account.

an alternative to signing in would be to use some form of steamID,steamID64... and having the privacy settings on the account to public for who can see your games?

How do you want to make the art stick? As soon as you delete/reinstall stuff will be gone?

I think the software would need a major rewrite in how its working to accomplish that
