Time links don't really link to the time

Currently they link to the page the time is on, but since the URL has to be adjusted to use the starting time, #log-line-closest doesn't actually do anything useful (this is a problem with some templatetags in the missiontime taglib as well). We should instead figure out the logline number, and use #log-line-<number> as the fragment.
