Poc to integrate Self-Description Generator into Federation Services

In #56 a concept how to integrate Self-Description Generator into Federation Services was develop. Next step is to implement a PoC for this concept.

Task to be done

• Setup OCM (Spec, Implementation). We need at least the Attestation Manager, as this component manages Verifiable Credentials. But it fear, Attestation Manager will not work without the other components
• Setup TSA (Spec, Implementation).
• Implement workflow defined in Develop concept to integrate output of Self-Description Generator into Federation Services #56 to issue Verifiable Credentials to OCM.
• Update documentation in Develop concept to integrate output of Self-Description Generator into Federation Services #56, if required

The federation services have moved to the Eclipse Foundation. I updated the links in the description (OCM implementation, TSA implementation) accordingly.
