It would make this easier to host if you could run picard alongside the AS and it just provisioned rooms on demand etc.

See this section: https://github.com/matrix-org/matrix-appservice-slack/blob/master/lib/Main.js#L819 of the slack appservice for the API endpoints it implements for provisions operations.
