Need:

catalog db to manage user permissions (site, personnel)
integrate with MS Entra ID to manage users & access --> investigate tenant registrations?

note: we do not have a full design in place for this yet!

need to find out workflow for adding people to a site/adding permissions
need to set up call/convo with FGEO team to verify this??
