Midi In Phase and Latency

Phase: We start counting from 24 when we get a start / continue message. What happens if we drop messages? What if we never get the start message> I can see getting out of phase easily over a long period. Does midi not have a 'this is the downbeat' message?

Latency: Clock synced midi seems to be lagging behing the 16th note by a fair bit. Not sure what's causing it. Pygame midi, my implementation, loopmidi, dunno.
