usv goes npm

First of all thanks for sharing the idea and concept of usv!

I created a small npm package inspired by the examples given in this repository. The code is written in TypeScript and can be found here.
I'm willing to donate the code to your repo or, if you want, work with all of you to improve it and make it more useful.
