Web part Base 64 icons do not render #9635

Web part icons defined in base 64 as described in the SPFx documentation page Configure web part icon (section Using a base64 encoded image) are not displayed properly.

Observed Behavior

Web part icons defined in base 64 as defined in the mentioned article are not displayed at all in the web part picker. They used to be displayed, and our existing web parts used to have an data:image icon properly displayed, but now they are not displayed anymore.

Icons are still displayed properly in the local workbench, but they are not displayed in the SharePoint workbench.

After experimenting a bit it seems like a value from officeFabricIconFontName started overriding the icon from iconImageUrl. It wasn't behaving like this a week ago.

@vvolodin as stated in the web part's manifest schema:

Office Fabric Icon Name
The icon for the Web Part, to be displayed in the toolbox, represented as a character name in the Office 365 icon font file. The icon font is specified here .... If this field has a value, the 'iconImageUrl' field will be ignored.

So, officeFabricIconFontName has higher priority than the url.

@sinnitesh - do you also have both values? or iconImageUrl only?
And is it still happening as we made some changes a week ago?
