If you do CTRL + SHIFT+i then it will pop up with a side bar, go to the top left of it and click the 3 dots. Then go to more tools, and then network conditions. Once you do a thing on the bottom will pop up and you need to unselect Use browser default and put in Custom... and then copy paste BDP (http://example.com), v0.0.1 in the text bar below it. then you can start sending msgs in the chats only catch is you need to keep the side bar open.
