Currently the distributed .app and .dmg will refuse to open because it "cannot be checked for malicious software". A manual override is possible.
I have no intention to sign up for the Developer Program, but it should still be possible to "notarize" (https://developer.apple.com/documentation/security/notarizing_macos_software_before_distribution). That would probably downgrade from a "malicious" error to a "untrusted developer" warning.
