Current pytorch is set to 1.13.1-cpu which is a bit old and
has network connection problems with download.pytorch.org server in CI.

Let's upgrade to latest possible version.

latest is 2.2.1

  • but many cuda packages are also pull if not +cpu , which is not necessary of current status
  • conflicts with tensorflow

    • tensorflow-cpu 2.12.1 requires typing-extensions<4.6.0,>=3.6.6, but you have typing-extensions 4.8.0 which is incompatible.

2.1.2+cpu looks OK with installation
