Add new channel type and function for direction 0..360 degree with rotated icon

Add new channel type which can handle direction/angle values in range 0..360 degree. Icon for such channel will be rotated in applications by channel value.

Icon can have wind rose with N, E, S, W directions, where 0 is N, 90 is E, etc. so icon should be rotated counter clockwise (should it be configurable?)

Main use case for this channel is for wind direction sensor.

Please add issues to other projects when this will be selected for implementation (Android and iOS app, Cloud, supla-device, ...)
