CIQ extensions don't seem to work in the Binding interface #237

When using the python-stir binding interface and processing the Poison Ivy example, the Specification element of the CIQIdentity3_0InstanceType does not appear to be populated or working. Examining the source code leads me to believe it was completed generated. It appears that the CIQ Address extension in the Binding interface suffers from a similar situation

I've tried this with python-stix 1.1.1.2 on both Windows and Mac OS X
