Sending transactions when offline #203

To my knowledge it's perfectly possible to sign transaction when offline.

Whats missing at this point is

queuing the transaction in localStorage
pushing them out when the user goes online
some UI allowing to read/delete them (ideally same as recent transactions, but at the top?)
