Re-evaluate the validators once listed to determine if total supply vs validating amount needed make sense. Potential increase or decrease depending on off/on chain metrics

Updating to also reflect that community review was taken into account and overwhelming requested increase.

Update topic to better fit the state / world key associated to validators and the network. Will have community discussion and make a decision to best fit the networks needs for long term use

Decided to raise to 12k from initial 1k. Will activate under block lock. Will post block height soon.
