Update the design and behavior of the Jurisdictions modal. This will work more/less the same as the existing Jurisdictions modal - the notable change aside from design is the way you toggle between jurisdictions to include/exclude. Instead of the existing “Need to declare excluded areas? Add them” copy + toggle link, we’ll replace this with radio buttons.
The default selection when opening the modal should be “Include”. In this view, a user can see a list of only jurisdictions marked as included, and/or enter a jurisdiction in the search box to be marked as included.
When a user selects the “Exclude” radio button, the user should be able to view a list of only jurisdictions marked as excluded, and/or enter a jurisdiction in the search box to be marked as excluded.
