You can edit your own member and set the suppress value to False to become a speaker (if you have permissions to do so): https://discordpy.readthedocs.io/en/stable/api.html#discord.Member.edit

You do not need to request to speak if you are setting yourself to be unsuppressed.
Even if you did, you can not call the request to speak method on the Member class itself, you need an instance of it, same as when editing yourself.

If you do not know the difference between calling it on a class and an instance you probably want to read the official tutorial on classes.
