There already exists http://howtobypassinternetcensorship.org/ which is well-translated, but a bit out of date. It largely uses the flossmanuals site: http://en.flossmanuals.net/bypassing-censorship/ , which we could focus some work to get updated?

Based on the discussion we had last week it is more a tasklist for the rapid responder:
Q: I cannot go on that website
R: is the domain up => see DDoS document

If Yes:

1. try 8.8.8.8
2. try over VPN/tor
   ...

The idea is at the same time to do a diagnostic and to give a solution to the person having an issue.
