State OR region?

As currently designed, the site lets me think I can search for, say, schools in Virginia in the region of New England. Seems to me if I choose a state, the site should eliminate region as an additional option. (See attached image)

Possible solution(s):

• Move Select Region(s) above/before Select State(s). When user selects an option from Select Region(s), it filters the Select State(s) menu.
• Or, if the user is allowed to choose one or more states AND one or more regions, perhaps that should be clearly stated.
