Missing support for ARM Microsoft Surface Pro 9

Hi!
I am using WSL on the qualcomm ARM version of the Microsoft Surface Pro 9. Likwid supports ARM v8 but it does not support this machine.

Hello. We documented in the FAQ 20 that WSL is likely to not work. So even if we add support for the chip, it probably won't work under WSL. If you install native Linux on it, we could discuss support, but we need documentation and so on for the chip to add it.
