[Bug]: stat-sheets not showing for unowned tokens

Describe the Bug

Token's stat-sheets (non legacy) are not being displayed for tokens where the player has no ownership.

Expected Behaviour

New stat-sheets should display on hover for all tokens where there are things to see.

With the new stat sheet styles, my players can't see anything except the basic stat sheet UNLESS I give them ownership of the NPC. Do I have a setting wrong or something?

e.g. if I set the monster's stat sheet to "trippy" nobody can see it. If I set it to default they can see it. If I give them ownership and then set it to trippy, they can see it.

[12:31]PsychoMedic: Right, that part I have correct because that's how it shows on the default stat sheet, like which properties you can see.

[12:31]PsychoMedic: but when I change this off of default they can no longer see it at all - UNLESS I make them the owner
