Add "rate boost" setting from NVDA add-on to Android app

The title pretty much sums up this one. RHVoice on Android can't go anywhere near as fast as it can on Windows in NVDA with the add-on. It would be great if this could be rectified, probably with some sort of checkbox to avoid existing users waking up to find their speech rate changed right out from under them.

That's awesome! Is the configuration file documented anywhere?

I also still think it would be great to add this as a setting, not everyone wants to, or knows how to, modify the configuration file.
