Suggestion system bugs

Two things we noticed just now

1. A user submitted a suggestion and two messages were posted
2. Reopening the suggestion didn't re-add the voting buttons

As we're switching to PluralKit, I believe this would be solved via the PluralKit API. My main thought is that our main remaining issues here relate to the Tupperbox support, and we can replace that with something far more sensible once PluralKit integration is ready.

We eventually created our own wrapper and, despite this seemingly being the right solution, we do still occasionally run into this one. I'm out of ideas, personally.
