Why are so many changes made to the system?

Why is it necessary to
do a full upgrade of the distribution
install the full version of VIM
install and open a web cam
change the firewall settings
change the default keyboard layout
reboot the computer

Why is it necessary to do all of these things to install cnc js? Why would someone need a streaming webcam for sending gcode to a cnc machine?
