Suggesting answers when typing questions

The Questions section has a ton of answers, but often, people post a question that's already been answered, either because they failed to find the answer in a search or didn't try search altogether.

We should implement suggested answers while you're typing a question to try to cut back on unnecessary duplicates.

Let's use this issue to track duplicates so we can make sure our eventual solution pulls up the correct answers.
